It should be as simple as resetting everything to default values in the program.

Or even simpler is don't run the program or set it to run at system startup.

If using Radeon Wattman you can kill an AMD overclock simply by hitting the reset button (or flipping the power switch or pulling the cord). It may seem drastic, but Windows 10 is very tolerant of that. Just be sure to close all programs and wait 30 seconds or so for disk caches to flush before hitting the reset button so you don't lose any work. When it restarts, the overclock is disabled automatically and won't start up again until you open Wattman and start it.
