So I have 3 people on my shared network drive and I don't want one user on this network to access one of the folders. How can I restrict that user from opening that folder. I'm using windows 10.

So what I tried so far was right clicking > properties > security > (there computer name is not in the user list). So I went to advanced to try to add a permission entry for that computer and clicked on ADD > Select a principle, but the locations shown are just my PC it's not showing me the computers on the network. I'm probably doing this completely wrong, please help.

You have to create user accounts on the shared PC, same username/password as they have on their machines is the easiest but something different is OK too. After the configuration, when they first access your resource they may be asked for that username/password, and tick REMEMBER and all set.

That doesn't really answer my question on how to set permissions for them because they are already connected to the shared drive and I don't know how to set there permissions for the folder still

They are probably already connected because you have a EVERYBODY READ permission. Was it you who set up this initial share or somebody else?

and I don't know how to set there permissions for the folder still
Am not able to give you a step-by-step. So sorry.

It was me that set this up and if I remove the everybody permission I created then no one can do anything in the shared drive, but they can still connect to it with the right password. I still don't know how to set up a users specific permissions for another computer connected to a shared drive
