How to RMA an XFX R9 270X 2gb

Please help me RMA my XFX GPU. My bro was playing some CS GO then the PC just shut down. Then it won't turn on again. After a few minutes I decided to turn off the PSU and turn it back on and the PC went on. But I smelled some burning like rubber so I quickly turned it off. the smell was coming from the GPU. Now it doesn't boot anymore. Help me please

When was the last time you cleaned your GPU? many cards overheat and shut down only when it's too late due to dust accumulation
