Well for the first initial start, you'll need those peripherals. You can go in and enable Remote Desktop. You'll need a user account on the PC. Copy down the IP (if on the same network) and then you can go back to your desk and remote in to the PC.
You can boot it up if your motherboard has an onboard power switch. On the other hand, you won't be able to do anything with it since you won't have the appropriate hardware!
