Question How to switch from PCIE 4.0 to 3.0 B350

Hello, i got my RX 5700XT back in December and it's been nothing but a headache. In most games it performs worse than my gtx 1060 3gb. I've tried everything people have told me to do and nothing has worked. Does anyone know how i can switch my pcie to 3.0 on the Asus prime b350-plus? Ive looked everywhere in the bios and have found nothing.

Thermaltake Smart series 650watt bronze, i checked my gpu-z the card is set to 4.0

update motherboard bios, do a fresh os install, test it again

The card is 4.0. Your motherboard is 3.0. PCI-E is backwards compatible. @x16 3.0 means you are running it at 3.0 already. FYI, that psu is poor quality.

Is it possible the PSU is what is bottlenecking my GPU? i see my gpu only draw up to 80 watts playing gta, running around 20% usage.
