How to tell if a GPU a straight upgrade?

Hello, I am kinda new to all the PC building so I need some information regarding Graphics Cards.
How do I tell if a GPU is an actual upgrade from another GPU?

Is a GPU that has more MHz and memory an upgrade for sure?

If you post your budget for full system/where you're from I can suggest for you a GPU or a whole PC setup that will be balanced without bottlenecks(i.e really powerful GPU bottlenecked by weaker CPU etc)

If you've got a cpu in mind then just post the GPU budget and I'll post some suggestions.

Just so you know cards with more VRAM doesn't mean they're always faster than those with less.

For example 1GB GDDR5 RAM is faster RAM than 2GB of DDR3.
 

Never judge a PC component on stats that you don't understand. Many people come up with crazy theories about what makes a part faster, yet there is a really simple way. Just look at benchmarks. If a GPU gets you better FPS at the resolution you are going to play in, in the games you want, then that is what you want.
