How to tell if windows 7 is legit?

Hi everyone. I'm currently looking to put windows 7 on my build. I met a guy who said he can fresh install it for $40 on my PC. How do I know if its legit with a legit product key?

My thought exactly. But how does someone install a fresh install? Do they need a key per install?
I bought my OEM for 89 bucks on my original build. Theres no way I can add it on this new build is there?

Yes, you need a license (product key). One per system.

Your original OEM license is tied to the motherboard of that system. If that install is still in use, you definitely need a second license.
