Is there any programs that tests the products overall performance and says if its good or not?

What size/make/model is this used HDD?
How much are you paying for it?

No clue yet, but because this is second hand, even a great hdd could be damaged, I want to be able to test it with a program(If there is any)

Budget is $20, buying hdd's worth at least $60

CrystalDiskInfo.

Will tell you the power on hours.
And if you know how to decipher the S.M.A.R.T. values for that drive, it may give some insight.
