If you wipe a processor across non anti static foam it produces well over 3-5 ohms which is more than enough to potentially kill it, just something as little as taking it from a piece of foam is enough to cause it to kill the chip. You are better off cutting layers of cardboard with a square cut out in the middle and repeating it until you have enough to cover the processor without touching the pins, then you can put some type of tap around it to bind it all together. Then offering a small $5 flat rate box shipping method. The box is about the size of a DVD case, just take some more cardboard or if you have some more solid materials build supports from the bottom of the box up to where the lid closes on it, then place the processor inside and start filling the empty spots more cardboard or even just paper. It will take you some time but this is the way I normally ship OEM chips DIY.
