No you cannot "unlock" processors.

There are some Z170 motherboards that will allow you to overclock the processor using BCLK overclocking, but it often requires the use of an old BIOS. It works but its one of those "use at your own risk" type of things.

It is unlocked via the bclk rather than ratio. Only an Intel BIOS microcode blocks it, nothing else. You will need to flash BIOS unless you already have a backdated, supported version though so proceed with caution if you dont want to lose any data.
