Here are the CPUs for your MB.
The i9-9900k is very fast...probably the fastest for that MB....and probably what I'd go with if I were to try and run 4K.
As far as a GPU....70+fps is going to be a challenge with some games. To give you an idea.....I get 50 fps with an RTX 2080 Ti in Borderlands 3.....so to get 70....you are probably looking at the RTX 3080 at least and maybe the 3090.

that 8th gen i5 is pretty outdated, at least change to an i7 9700k, keep that 1070, and reduce your resolution to 1440p,
and, you can also change the gpu later to a 3060 ti or even an rtx 3070 if you really want to go for full 4k gaming experience

I wouldn't use a 3060 Ti or a 3070 for 4K if I could afford to go higher because I would want more FPS.
well at least its the bare minimum for a comfortable experience, but, for future proofing, use amd's radeon rx6800XT, the difference is that it has tons of vram, since 4k especially uses higher vram usage due to its increased texture resolution too, 8gb for 4k in the next 2-3 years wont he enough, you need at least 12-16gb
