How to use the full power of my gpu

I have a intel s5000 psl motherboard with dual intel xeon x5450 processors and 14 gb of ddr2 memory. I also have a msi radeon 290 4gb and it only is using and shows 1299mb of memory is available. How can I use the full potential of the video card?

What are you doing with the card?

Did you use GPU-Z or MSI Afterburner to check how much VRAM your GPU has? If not, use either one of these to double-check.
