The only real options you get is maybe the ability to force Turbo Boost off in the Bios.
It works by sensing you aren't using all the cores of the processor, and driving the unused ones to a lower speed to free up the thermal overhead to speed up the remaining cores. As the demand for cores/threads increases, it will reduce the boost and pull another core back up to full speed. And it all happens at a timescale that to us is pretty much instantaneous.
