How to wipe my HDD/SSD when the computer won't boot?

Hello. So my issue is my computer wont boot. It goes to windows boot manager and has error 0xc000000e and says "a required device isn't connected or cant be accessed". I'm pretty sure I've tried every solution online. I have a windows boot repair disc but it cant find the issue.

I'm thinking of just wiping both my SSD and harddrive and just starting fresh and installing windows from a disc. This isn't the optimal solution for me but it's my last resort at this point.

Boot from your installation disk, you'll have the option to wipe (or format) your HDD/SSD when it asks you which drive to install to.
