there is used ASUS VivoBook X202E for sale at $ 50.If I want to buy that. Is it a wise decision to buy that? If I want to upgrade that machine to a better machine. with 8gb ram and a PCIe SSD. Is it possible for the up-gradation?

CPU is fine for basic usage, so once you get more ram (if possible) and a sata ssd (PCIe not possible unless you remove wifi card) the system will be a decent system for basic usage.

Assuming it actually works, has a valid Windows license, and you're only planning on very basic use for it...probably.
