Question How Win 3.0 apps appear on modern Windows?

I mean how will the application windows appear? Same way they looked back on win 3.0? i.e. The 2 window controls up right?

Windows 3.x applications will have exactly the same Windows widgets as all "Modern" Windows applications. It's only the contents (Menus etc.) that will look dated. That of course presumes that they will run at all.

They were designed for much lower resolutions so it might be hard to use at higher ones. Otherwise if it runs it should look at it always did.

Should look the same as they always did; the old Windows themes are still supported. Of course, because they won't have DPI scaling they will likely look small at higher resolutions.
