[SOLVED] HP 8100 Elite GeForce GTX 1050 Ti Issue [VIDEO]

I cannot fix this issue with my NVIDIA GeForce GTX 1050 Ti card on HP 8100 Elite. I have tried installing all kind of the drivers and I still have this issue there on Windows 7, although if I dual boot to Linux there is no issues what so ever... Is this defective hardware or is it possible to fix it on the software/firmware level? What do you think?

How exactly is the card being powered? Those HPs came with either a 240w (SFF) or 320w PSU, and the manual further states that the SFF system's PCIe x16 slot can only supply 25w. It also says the larger CMT system can only supply 35w to the x16 if you have anything in the x4 slot.

1050Ti is rated 75w-120w TDP depending on model
