HP EliteBook fails to boot

HP EliteBook is all I can gather about this laptop without it turning on. It has a full charge and the fans spin up to 100% and that's it. The keys are lit up but don't respond. Occasionally it does boot but only after MANY tries. I don't even get the HP Bios screen. Could it maybe be a defective motherboard, screen connector, or failed hard drive. Its a company laptop so its loaded with monitoring software and encryption, do you think maybe some short of drive encryption hiccup is taking place. Please respond urgently.

I have an 8760w at work.

Make sure that the RAM is properly seated - it does this exact thing when it gets bumped around too much and unclips.
