hp pavilion 23 hard drive issue

my hp all in one desktop's hard drive failed, so i bought a new one. but it still says hard drive doesnt exist or that the hard drive failed. i spent lots of money on the hard drive, and everything is compatible, ive been asking around the internet for help non stop and i hope to find my answers here
 
Try going into the BIOS and checking the boot order. That's screwed me over before. Also, if you have a quick-boot menu, try explicitly botting off your hard drive.

Have you already installed Windows to your new drive? Or is that what you're trying to do?

You can go to BIOS and see if the drive is recognized over there. Is there an OS installed on this drive?
My suggestion would be to attach the drive to another system and see if it would be recognized over there. That way, you will be sure if there is something wrong with the drive or with your system.
It is possible to get two failing drives in a row. Yet, it is not really probable. There could be something wrong with the all in one PC.
