Hp Pavillion wont turn on just blinks

Hp pavilion wont turn on, Ive seen all of the other threads about things to try that worked for others but, seems to not work for me. It all started with a video problem which i tried to re- flow but unfortunately i ended up getting a new mother board. So today was finally the time to see what the new mother board would do but then it just flashes every time i try to push the power button. Weird thing is i only get a response of flashing lights when the battery is in. When the AC is plugged in nothing happens. Power supply issue???? The lights just flash the caps lock light does not just power button and the light on the mouse pad. Please Help, I got more money than I am willing to gamble on for it not to work.

Thank you for the fast response. Where should i put the + and - leads at? Also no i don't think that the power supply is an aftermarket.

Yeah the adapter does say hp and the volt meter is getting 21 on the plug but the hp adapter is saying 65W
