[SOLVED] HP Pro 3010 MT fans spinning and no cmos errors

I got a friends old HP desktop that she complained it doesn't boot.
And indeed fans keep spinning with no video out even of a discreet GPU.
I removed the RAM, replaced the CMOS battery, hit the reset cmos jumper but still nothing!
Is the motherboard fried?

Sounds like either the motherboard, cpu, or power supply would be the only things left to try.
