Question HP Z2 Tower G5 Workstation

I have an HP Z2 Tower G5 Workstation with an i7 processor running Windows 11 Education that I have been using with no issues for the last 2 or 3 years. A couple days ago, I tried to restore a system image, it never finished and ended up entering a boot loop.
Every time it starts to boot, I can't do anything (even enter bios). I reset the CMOS using the button on the motherboard, uninstalled the aftermarket graphics cards and USB C cards, yet the only way I can get it to fully boot is to reset the CMOS, it'll boot, but then I try to restart again and get the same reboot loop until I reset the CMOS again.
I've run every hardware test available, and they all finish with a pass and reset the BIOS to factory settings.
If anyone has any ideas of what could be wrong or what else I could try, I'd be eternally grateful!!!!

This would tell me your system restore failed to make progress. Can you get back into the recovery environment? If so, you can try and use CMD alongside this guide;

If not, you will need to reinstall the OS after recreating your bootable USB installer.

Thank you!
I actually already made a completely new blank image once I was able to get it to allow me to enter system settings.
I have removed every piece of hardware. Still no go.😭
