A friend of mine wants me to build him a PC that will run the HTC Vive. I've got a list of parts picked out and here's what I have so far. Any recommendations are welcome. Side note: The only part I've purchased so far is the Samsung 850 Evo 250GB because Amazon had a great deal on it.

Yep, it gives you that little bit more power.
Remember, just because you have an RX 480 which is considered to be VR ready, it doesn't mean it will be stable, and settings can always be pushed.
Even a single 1080 can't max out VR at the FPS cap.
Just one thing if you can, ditch the 1TB Toshiba HDD.
The drives are cheap for a reason over a seagate or WD HDD.

There very noisy and have a very poor reliability record.
They can fail often in less than six months of use.

Get a seagate drive or a WD drive for data storage Stephen.
Symptoms of the Toshiba drive beginning to fail are.

Loud read and write drive head clicking, some often a high pitched squeal can be heard from the drive after a few weeks, or months of use.

And the drives suffer from bad disk platter vibration due to a lack of dampening of the internals of the drives.
