Firewall or AV blocking the site ?

Deleting and recreating the shortcut may work.

If you copy the correct link to your desktop to the site, it will work the same exact way as if you go to there from the web browser.

Make sure the link the desktop shortcut goes to is the correct one, right-click on it go to properties, and check there.
