Huge Frame Drops

I'm getting frame drops on some of the easier games to run even at lowest quality. On League of Legends alone I go from 250+ FPS to 10. PUBG gets very stuttery. The list goes on. I use MSI AfterBurner to check temps of graphic card and is in far in threshold of temp. Processors not getting hot. All drivers are up to date. I'm 100% at a loss at this point. Any Ideas?

Also, run this test:
http://www.speedtest.net/
To make sure your internet is running at the proper speeds. Run it several times to see if there are big fluctuations in the speed. Compare what you're getting to what you're paying for.

Which windows are you using. Try reinstalling the windows . Update bios to the latest version,(reinstall bios if already up to date.These are the things you should at least try.
