I'm using the Asus "performance" bios mode although the issue happens with power saver , normal, and asus optimal boots. I've manually lowered the RAM speeds to 800MHz because the Asus performance mode was causing Bsods with there default settings.

Whenever it rains, or is about to rain, my mouse and keyboard stop working. The LED's flicker on and off, my keyboard will connect and disconnect.

I cant figure out what is causing it

I've went through and
uninstalled conflicting software
uninstalled the keyboard drivers
checked to make sure Windows was not cutting power to USB's
checked my bios to make sure that all usb's were powered
enabled legacy support

The keyboard is about 3 weeks old, mouse is going on 2 years
Power supply, motherboard, and processor are all new

Could it be a problem with the house?

Most (modern) air conditioners do have dehumidifiers built in to them, so i'd say we've officially diagnosed that the problem you are experiencing is from humidity.

I can confirm that your MB does not have a dehumidify key.

What you do with this knowledge of your PC's humidity issues is up to you now!
Sounds like power or humidity problems to me.

Try different outlets around your house. The one you are using may or may not be faulty. If you encounter the same issues, if at all possible try a different power supply. If your PC still has issues, try placing a dehumidifier near it. Check your MB manufacturer and see if your motherboard supports a dehumidify key at boot.
 
Sorry for the late response

Its raining tonight and surely enough the mouse and the keyboard started to act up again. I turned the air conditioner on and once the humidity in the room dropped the issues went away.

I dont think I have a dehumidify key unfortunately. I guess running the air conditioner is the only way I can prevent this from happening? Hopefully I dont have this issue in the winter.

I'm using an Model M5A97 R2.0 (Socket 942) Version Rev 1.xx
