Question HW monitor wrong readings?

Hi. I benchmarked my pc using valley benchmark. I have windows power play on max performance. I saw that my core clocks sometimes drops to 800mhz in HWMonitor. In HWinfo64 everything looks good. Is this just HWmonitor bug? When I use prime95 to stress my PC i didn't see any drops to 800mhz in HWMonitor and HWinfo. I used OCCT to test my my pc and after 90 mins no errors.

i5 8500
Gigabyte z370 HD3 OP
Kingston Hyperx Predator 3200mhz cl16
MSI RTX 2060 Gaming Z
Thermaltake Smart SE 630 (5 years old)
 
Once all updates are done, with only a browser open, in Balanced mode power plan, the CPU will typically be closer to 800-1000, 1200 MHz until an actual task that applies a load occurs. As you open/close assorted WIndows /tabs, you will see brief bursts to 3.x GHz, clock speed changing several times per second, etc,...all normal.
