Question hwinfo gpu power for RTX 2070S help

hello so i have gainward rtx 2070s 8gb

and when i stress test gpu the hwinfo gpu power show 400w+ what??? i read that this gpu use at max load about 215w... please help

What is the make and model of your PSU that you're using to power the GPU? How old is the PSU?

Wil post screenshot,and also i cant get two monitors to get working (my main on do working but secend on hdmi dosent) i just today swap 3050 to 2070s i still have 3050 and there all working.
Will try reinstall drivers now
Psu is 1.5y old 600w

When i start funmark all good,140+fps but then after myb 30sec fps drops to like 15 and gpu power draw inchrese drasticly from like 210 to 400+ wth...

also on dp cant chose any higher then 60hz if i chose any higher there gona be lines on screen,flicekring etc... (this didnt happend on rtx 3050) but if i connect hdmi insted of dp i can use on hdmi 144hz without problem,but my monitor goes to 165hz so again lower but without lines... idk wth
