Question HWMonitor shows very low CPU frequency.

Hello Everyone. I have problem like in a tittle of this thread. HWMonitor shows very low CPU frequency. This program doesn't show this very low CPU frequency by all time, but I suppose that 143 MHz clock speed on i7 4700mq isn't something normal, because even if this processor model will turn to energy save mode this CPU can have the lowest clock around 800 MHz in energy save mode. Of course I know that this processor model can too reduce clock by throttling to reduce temperature to prevent overheating., but too in this case this CPU can redude clock to about 800 MHz, but not to 143 MHz. And as you can see in the first screenshot below (links to screenshots below) throtting of this CPU while temperature like on this first screen isn't rather probable, because Tj Max of this CPU is 100 degrees Celsius. (see second screen from Core Temp), and here we have max 53 degrees Celsius so what going on with this ? CPU is failed or this program shows bad informations ? To this moment everything was OK. Maybe it's any virus ? Is it can be failed main board of laptop on wchich this CPU work ? Laptop is Lenovo ThinkPad W540, and model its main board is LENOVO 20BHS00Q00 (see third screen from CPU-Z). BIOS is the newest to this laptop, it's 2.42 version (too see third screen). On fourth screen (too CPU-Z) I show why this CPU can't reduce clock below 800 MHz - I think that experts know what I mean so I will not explain this here. Of course somebody can ask me - "And what if clock reducing to this around 800 MHz will not prevent of overheating ?". The most probably answer is (it's my opinion, maybe I'm not right) - It will happen thermal shutdown, it mean that hardware after reaching Tj Max simply and automatically will turn off as if suddenly there was no power in the electrical outlet and baterry connedcted to laptop and it will not turn on even if we will be pressing power button to moment until when CPU temperature will reduce to specific level wchich will allow on turning on of laptop again. I count on Your help on this thread.

If you know that HWMonitor is not reporting your minimum CPU speed correctly, do not use HWMonitor. It is impossible for a 4700MQ to run at 143 MHz. The correct minimum speed is 798 MHz.

Try using ThrottleStop 9.6

On the main ThrottleStop screen, clear the Disable Turbo box and clear the BD PROCHOT box.

Open the FIVR window and set the Non Turbo Ratio to a value of 1. This is a good setting for playing games.

These adjustments will help your CPU run at its full Intel rated speed. Some Lenovo laptops disable Intel Turbo Boost. This makes a fast 4700MQ run slow. Open the Windows Power Options and make sure that the Maximum processor state is set to 100% so Intel Turbo Boost works correctly. All Windows power plans should have the Maximum set to 100%.

@uWebb429 I think too that it's impossible that i7 4700mq would work at 143 MHz because if You will see on my fourth screen (this from CPU-Z) from my previous post on this thread You will see that the lowest possible CPU multiplier for i7 4700mq is X8 what it gives around 800 MHz by multiplying this CPU multiplier wchich is X8 by Bus Speed wchich is around 100 MHz - 100 MHz x8=800 MHz. Maybe if this CPU could reduce its multiplier to X1 I would believe that it's possible to clock this CPU at 143 MHz, but Bus Speed would have to too change to 143 MHz what would give 143 MHz x1=143 MHz.
