Alright, so I am planning on building a gaming pc sometime soon and picked the i5-4670k as my processor which is clocked at 3.4 GHz. Will the Cooler Master Hyper 212 Evo be sufficient to keep the cpu at a decent temperature if I overclock it to 3.8 or 4.0 GHz?

Maybe?

All chips are not created equally and some can overclock better than others.

Haswell is a problem all in its own and has issues with heat. If you de-lid your proc(which voids the warranty) you can get some better temps but its a lot of work for some.
Using the same cooler I took my sandy bridge i5 to 4.4ghz but not every one gets the same results. And sandy bridge runs considerably cooler.

I have an i5-4670k OC'd to 4.4GHz with a Cooler Master Hyper 212 Evo and sit around 65-70C under full load/extended gaming sessions. In my experience the cooler works excellently. I was initially going to go water cooled (self-contained). After seeing what I've gotten for results I'm happy I didn't (and so's my wallet!).
