Hyper 212 EVO sliding around

I just installed the hyper 212 Evo yesterday and noticed the fan is loud only under load. Is this normal? I opened my desktop back up to make sure i installed it correctly, and found that the heatsink slides around a little on top of the processor. Is this normal?

Fan of 212 is pretty loud under full speed.
Download HWmonitor just to check that temperature is fine.

Slide - no. Twist a bit - yes.

If you have the 212's fan plugged into the CPU_FAN header on the mobo then you should be able to control it from the BIOS. If a quiet profile is selected, then yes it will only get loud under load. In fact, mine is never louder than the GPU which is pretty doggon quiet.
