HyperX 1866 not working with 1600?

I have had a 2x4 gb kit of Kingston hyperX Fury 1866 ram for almost a year now so i felt it was time i get 16gb total. Searching on my trusted sites i found the 1866 speed ram was some how always much more expensive no matter where i looked but 1600 speed was still appropriately priced. Upon reading that a motherboard will underclock ram to the slowest speed and that you can mix ram, i bought a 2x4gb 1600 speed kit of again, Kingston hyperX Fury.

I bought the ram from amazon.ca from supposedly a kingston seller and received it today.The package was already opened. Opened during customs perhaps? supposed to be new but if its used i dont mind. Upon popping it in, my debug on my Asrock extreme6 Z97 showed me 55 which in the manual states "The memory could not be detected"

I installed my old ram kit by its self and tested that all DIMM slots operate just fine. Then i Installed the new kit and got 55 on debug again. Ran 1 module of my old ram and worked fine. Ran 1 of the new ram and got 55.

by the way upon getting the 55 on debug the pc will not boot.

Do any of you suppose the ram has failed or is there a motherboard setting that needs to be changed?
 
There are no guarantees when mixing packages of DRAM, especially with the Fury (but again with any packages) The Fury operate off Pnp and the set is programmed to run as the packaged set, if you had a 4 stick package oit would be programmed to run all four sticks. With what you have I'd start with the 1600 sticks, then manually set them to 1600 10-10-10-27 1.55...save, exit, shutdown and then try adding the 1866 sticks
 
Even with just the new 1600 kit installed the pc will not boot. Cannot enter bios with the new kit. unless i tried what you said the other way where i install my working 1866 stick and change its figures to match the supposed 1600 figures.
