Question i am getting low clock speed than base clock speed of processor

my i7-3770 processor is running at clock speed of 2.9 ghz whereas its base speed is 3.4ghz .intel turbo boost technology is also enabled.what can i do to slove this problem .even while playing games like witcher 3 and watch dogs the ghz doesnt go above 2.9ghz

What motherboard do you have? Is this an OEM PC? (Dell, HP, Lenovo)

What are the CPU temps?

Did you mess around in the BIOS and change the clock?
