Question I am getting way below average performance from my computer. I have a GTX 1070. I dont know what to do anymore!

So here is my issue:

1- I am getting piss poor performance out of my computer for a few months and I am not sure why.

I am getting 90 fps when my fps is capped at 200 fps on league of legends.

2- I am getting below 30 fps on Division 2 a game that requires a GTX 670 and I have a GTX 1070.

3- I have run all the scans possible and so far none tell me I have a defaulted devices.

4- I have updated all my devices, windows is updated daily, I run performance enhancer programs, I have 110 gb free on my SDD, my HHD is empty.

5- my nvidia control panel is set to maximum performance

6- my refresh rate for my monitors are properly set.


7- I have run perfmon / report and it gives me this:

Would a total reformating help here?
