I am planning to buy a new graphics card , this is my first time , so i am confused which to buy

my budget is $ 250

my graphics slot is PCIe 2.0 x16
mainly i used my pc for gaming and editing videos and photos

That does not matter 3.0 cards will run just fine in 2.0 slots. You did not list your power supply or case or CPU which are the main things to picking a video card.
