Processor: Intel fourth generation 17-4770 3.40GHz quad-core
Graphics card: Nvidia GeForce RTX2060 (6GB/ASUS)
Memory: 16 GB (ADATA DDR3 1333MHz/or just DDR3 1600MHz/Kingston DDR3 1600MHz)
Motherboard: ASUS H87-PRO (Intel Haswell - Lynx Point)
Main hard disk: CT240BX500SSDT (240GB/hard disk)
Monitor: Samsung SAMOD2C C24F390 (23.5 inches)
I’m wondering if the CPU is too bad. I’ve found many solutions but I can’t solve it, so I came here to ask. The CPU usage of PUBG is 70-90 and the GPU usage is between 30-50. The FPS on the plane is more than 100 and it’s very smooth. But after skydiving, the highest FPS can only be 60-80. Basically, the FPS is 50-60, and the game is very laggy.

At least one core is maxed out, likely including the primary command core.
If that one is maxed out, and there's no thermal throttling or anything unnecessary running in the background, then that's that.
The 'fix' is then a new, faster platform(cpu/mobo/ram).

Well, there's nothing more to be done then, but to wait until you have the funds for upgrades.
If the cpu isn't thermal throttling, and there's nothing else running besides the game, the OS, and voice chat app, then you're truly cpu primary core bound in those games.
