Surge protector is not going to fix"dirty power" or voltage drops from outlet, that's something you should check for first.

No software can tell me?
No, SW can only show what voltages are coming out of PSU and various controllers on the MB, not what is coming in to PSU.
PS: Are there some applinaces like air conditioner, fridge or heaters on same phase or breaker ? At moments when they start/power up they draw several times more power than when working continuously and can cause momentary voltage drops.

What makes you suspect it is power issue? To follow @CountMike's question, are you seeing issues with other electrical items in your room or other parts of your abode? If you are getting random blue screens and restarts, it could be caused by many different issues from software to hardware to dirty power coming from your electrical outlet.
A good place to start would be the Windows Event Viewer, click Start button and type in Event Viewer, you should see the icon appear. The event viewer can cause "Information Overload", due to the sheer amount of logging that Windows does. As you look through the Administrative events, search for events that contain "STOP Error". these may offer clues to the cause of the Blue Screens.
If you suspect dirty power from your electrical outlets, this cheap device can inform you of defective wiring at your outlet. I have seen many strange issues caused by bad wiring in outlets and entire homes.
In my area, we do have dirty power and frequent power outages. Can't do much about the electric and their crappy service. This UPS also called battery backup unit, gives me about 45 minutes of computer time after the power goes, also protects the equipment from spikes and surges.
