Motherboard: ASUS PRIME H310M-A R2.0
CPU: i5-9400F

I got a new stick of RAM and tried to install it first with the existing 16GB but that didn't work.
So I removed the existing RAM and installed just the new one but still my PC won't boot up.
Both sticks have same part number. I have attached the CPU-Z screenshots for my old memory plus a photo of the new stick to help with why it's not working.

What BIOS version are you on for said motherboard? Do both rams work individually in the same slot? You might want to take an eraser and wipe the gold contacts on both rams, then wipe clean off of any eraser lint then reseat fully onto both slots.

Ram is missing fingers or traces is probly why it isn't working also you should never mix ram only ever use a kit stability issues occur with mixing ram even if there the same part number no guarantee they will work together.

Yes, it's very likely it's compatibility.

The rule of thumb is, never mix ram (2 different sticks). Always buy a matched kit. So 2 x 8gb, or 2 x 16gb kit.

1 of 3 things will happen if you mix ram.

1. They will work
2. They will work but not properly or at desired clock speeds, or stability issues.
3. They will not work.

It could be the new DIMM is faulty, but you really need to have a 2 x 16gb kit, from the QVL of your motherboard.
