I can access the screen in control panel to change display resolution in Windows 10 but can't adjust the resolution. It just won't let me! My display is two inches to the left and icons appear stretched vertically.

You need to most likely do a clean install of the correct graphics drivers. Use the guide at the following link to do so.

I suspect what you are telling me would work. However I can't even get to the part where I uninstall the driver. I can usually figure these things out with googling the process but this one is evading me after two hours of want to give the pc swimming lessons.
If you can help me figure out how to uninstall the driver that would be great!

Try going into safe mode with networking and doing it.
