Yeah, that's true too. Probably that wouldn't have even occurred to me, but if the board was closer to the motherboard tray because of no standoffs or too short of standoffs, then it stands to reason that with the cards mounting bracket in the correct position on the back of the case the card couldn't actually seat all the way, at least not at the back of the case anyhow. Card would be awfully cockeyed though, maybe.

No, that is not normal.

I have never seen that on any graphics card however I suppose it's "possible" if that card had a particularly weird PCB design. If the card is fully seated to the point where you can engage the PCI slot lock and easily install the rear screw that attaches the bracket to the back of the case, then that is as far as it can be installed and there is nothing further you can do.

If those two things are not as explained, then something is wrong, like you are trying to install the card with the PCI slot lock already in the locked position.
