Question I cannot get my 3080 to max out on temps

Finally getting back to gaming and wanted to undervolt. Start the process (1st time) and notice my GPU NEVER gets above 65c. I have tried benchmarks from Unigine and 3DMark. Namely TimeSpy. I have no clue what could be limiting me. Can anyone share some pointers?

MY CPU is a 5800x3D, 32GB RAM. I took some screenshots with "MAX" for temps and voltages figuring something is not being maxed out.

Nothing wrong on your end, except for comparing to another user running an overclock, and probably on a custom loop, too.
Look at the average temperature in the gpu and processor sections in your link.

Check your scores with the averages next time:
