Okay I did that, but I still cannot get over 60 HzYou can run reset-all.exe to undo the changes.
You should only need to disable GPU scaling by selecting "Display" in the NVIDIA control panel here:

Have you tried resetting the monitor from within the monitor OSD/Options?
Why are you messing with scaling at all?
It honestly looks like your display isn't being detected correctly by windows at all. The active signal resolution shouldn't be above your displays maximum resolution (mine for example doesn't even give any options in supported modes above native). You might also try turning off HDR as windows doesn't always work right with it to see if that's related at all.
NVCP should be detecting native resolution, but it's showing a super low recommended instead.
Have you checked to see how it shows up if that is the only display connected to the computer when booting?
Have you tried connecting it with a different cable?

The problem is still the active resolution showing 4k. Your PC thinks the display is 4k when it's not which is why I asked about different cables or only booting with it.

If that doesn't work I'd suggest downloading the installer for the latest video drivers and then using DDU to completely wipe your existing video drivers from the system and then doing a fresh install.
