I can't boot to windows 7, keeps putting me to start up repair.

I recently got new parts fitted into my pc, my specs are:
Amd fx 8320
8gb ram corsair vengeance
600watt corsair builder series
Amd radeon HD 7790
Gigabyte 970a-ud3p
1tb WD black

When I first tried booting it came up with bootmgr is missing. That went away after a few startup repAirs. But it still won't boot to windows, it gets to the windows logo, stops, restarts pc then goes to system recovery which I have done 8 times and it can't fix it. Can anyone help?

How are you booting Windows? (USB. DVD, etc.)

I was trying to boot it from the HDD, but I get boot mgr is missing, if I try and boot from USB, I get error loading operating system and I can boot the repair disk, but that's all.
