Perhaps you could just allow the Windows installer to do its thing from the start and then after its done you could shrink the resulting volume to the size you want and proceed from there.

It may just be a dead or dying drive.

Can you possibly test that drive in a different system?
Yesterday night after my laptop battery dropped to 9% then it turned off, after i charged my laptop and turned on it kept showing BSOD and "your pc couldn't start properly" it showed that my os couldn’t start

What? Just allow the windows installer to do its thing from the start? What is that?
Nothing is working in the partition management stage, no matter what i do how many times i click next it shows "we couldn’t install windows in thw location you chose.please check your media drive. Heres more info about what happened: 0x80300024"

If you're unsure of the drive's status you could boot from a usb containing a partitioning tool like Gparted. This would allow you to verify that the drive has a GPT identifier and that all of its space is totally unallocated with no leftover partitions from previous use. This should allow the windows installer to proceed.
