I'm using an Asus b85m-e/csm. I've checked the user manual and followed the diagram to a T but to no avail. I'm also confused about where the positive and negative sides are on the 2 pin connecters.

Edit: The case I'm using is a nzxt 410

The cables from the case are labeled, correct?

What is not clear as to where they go?

For the power and reset switches, + and - does not matter.
For the LEd's it matters.

I've followed the instructions again and the pc still fails to boot is there anyway I can troubleshoot this? There is power going into the pc indicated by the light on the motherboard so that rules the psu being the issue

"fails to boot" generally does not indicate incorrect wiring for the front panel connectors.

Does anything happen when you hit the power button?

Nothing happens at all.
