I have a PC connected to the internet via Ethernet cable. My friend has a Laptop and is trying to connect to my LAN party wirelessly but the LAN is not there. Internet connection is not a problem
, Do we both need to be wired or wireless? Thx.

Solution
Be sure to set local settings right for most games need them set in order to play LAN,

change each of your ip addresses, set yours to say 10.10.24.13, and hist to 10.10.24.15.
As long as first 3 digits are same, and last different.

Be sure you are in same workgroup (homegroup) as some games also need this to be same in order to communicate properly.

In the same menu as ip addresses, you should also change subnet mask to 255.255.255.0 for both computers.

You wont be able to play on internet, but local play should work perfectly now. To get internet back just check the set ip auto.
So you wifi isn't working? Or can others beside this particular machine connect to the wifi? What type of router do you have? How far is it from where you want to have your party and what solid objects (like walls) are in between?

If friend connects to the wifi, he will be on the network just as if he was wired, but performance may not be as good due to latency.

Wifi is working perfectly (I have fiber optic), I'm on the same floor with two walls in between.

I tried connecting with another laptop and I could join his LAN via his laptop but I coudn't find my desktops LAN, so I'm pretty certain its a problem with my desktop.

So you friend can attach to the wifi and get internet access but not browse your machine on the LAN? What about other computers in the Homegroup, assuming everyone is running Windows. What flavor of Windows is each computer using?

That raises the question of do you have network sharing turned on for the desktop? If you plug the friends computer, or other machines, into the wired network can it see your desktop?

Just tried this and I can ping his laptop perfectly but he cant ping my PC.

Yes Internet connection is not a problem. Same problem with a wired connection. My friend has a Macbook and I am using Windows 8. I will look into network sharing!

Now we are getting down to the problem. Keep working at it. The problem can be solved.
