i cant sign onto the wifi w/ my used laptop

everytime i try to sign in through windows it says it cant run because another software is running my wifi. so i tried signing in through intel and it tells me that windows is running it. i have gotten the wifi to read that it is connected but when i open enternet explorer it is still telling me connection failure. i am so frustrated. how can i get on the wifi? its a windows xp professional dell can anyone help?
