[SOLVED] I can't turn off My PC

Hello guys, i've just bought my very first PC in my life, but sadly, the seller sold me a junk PSU, so i bought new psu for my build, which is a Seasonic G series 550w. I plug every cable just like before and i can get my PC turned on (and playing some games after that) but after 3 days my PC cannot be shutted down, my monitor is turned off but the light and Red lights from Fan and MOBO are all on and the fans are still spinning. am i plugging the wrong cables? (I'm a newbie). The spec is :
Msi B350M Gaming pro
Ryzen 3 2200G
VGen Tsunami 2666mhz 8GB
120g ssd
500Gb HDD
Seasonic G550w
2fans.
Please help me, i don't want my pc to be short lived and sorry for my bad english.

Oh yeah, plus my CPU clock speed is falling down and then go to the maximum clock speed again... is it really my psu that has a problem?

on some mb the efi bios can lock up. pull power off the mb and clear the cmos see if it shuts down.
