I desperately needed help. Can someone help me run Fortnite?

Ram - 4 GB DDR3 Dual Channel
GPU - Powercolor Radeon R7 240
HDD - Hitachi 500 GB
OS - Windows 10 Pro 64-bit

You are just at minimum requirements aside from the CPU. If it has issues running even at low settings, you need to change hardware.

So there's no driver rollbacks or any type of updates to help the stuttering at all?

Then nothing you can do aside from upgrading your system to meet requirements for the game. If you need to put 10 gallons of water somewhere, no matter how much you want it to work, it won't fit in an 8 gallon bucket.
