I did a benchmark test on my computer and got results I am struggling to understand.
UserBenchmarks: Game 19%, Desk 72%, Work 22%
CPU: AMD Ryzen 9 3900X - 68.4%
GPU: Nvidia RTX 2080S (Super) - 24.1%
HDD: Seagate Barracuda 4TB (2017) - 83.5%
HDD: Toshiba DT01ACA100 1TB - 75%
HDD: Seagate Barracuda 3TB (2017) - 70.4%
RAM: Corsair Vengeance RGB PRO DDR4 3200 C16 2x16GB - 64.4%
MBD: Gigabyte B450 AORUS M

There is a major problem with your GPU, and it looks like your RAM is running at a significantly reduced clockspeed (2133 vs the 3200 advertised).

First, download the newest BIOS update for your motherboard. Do said update, your motherboard's manual will have instructions for this. After the update, go into the BIOS and reset it to default. Afterwards, boot into Windows and run the benchmark again. Post the updated results here.

Once you have done that, if it has not solved the problem I'll give you instructions on how to solve the issue with the RAM and the GPU.
 
How do i do a BIOS update?
Get a USB stick. You'll need to format it as FAT32. Once you do that, download the official drivers for this motherboard on Gigabyte's website; the most recent BIOS version is F65b. Put the BIOS files onto the USB drive. Shut down your PC and go into the BIOS (hit F12 or the delete key). Hit QFLash, and update BIOS. Double click the BIOS update from the list and hit start.

If this all sounds very confusing, I would suggest bringing your computer to a repair store, as it is likely you will cause more damage by trying to troubleshoot something when you are confused.

Is this a new build? What cooler do you have for CPU?
 
Check windows power settings, use high performance profile.
Check GPU in the correct PCI slot.
Probably look at hwinfo and check all your temps.
Update GPU driver.
Go I to the motherboard and increase the ram speed.
 
Use this to monitor your fans and temps. Post a screenshot of the "sensors" tab right after you run a game or benchmark.


Go into BIOS settings and make sure XMP is enabled, also any CPU "boost" aka "one button overclocking" if you've got the option. And poke around for memory settings and see if maybe you need to set the RAM speed yourself.

Make sure Windows power settings are set to high perf.

I'd be willing to bet temps are too high and your hardware is thermal throttling. That screenshot will tell.

Or maybe... what PSU you got in that thing??? Can it get enough juice?

OHHH - I just noticed you're pushing 4K resolution with a 2080S (I have the same card). That card is really not a 4K card, more 1440 QHD is the sweet spot. Benchmarking at 4K is going to hurt your scores too.

But def something is wrong/could be improved. Post that screenshot!
